Most people are not aware of how different things can be in summer leagues. Different as in new officials using them to break in, and new coaches not understanding how things work. Then you have centers wanting to play guard and shoot threes, while guards decide they want to work on their moves and never stop dribbling.
It's a time of experimentation for kids who don't play together in the basketball season, led by coaches and officials who may or may not be competent. In other words, and any similarity to summer games and standard HS / college games is purely coincidental.
